Negotiating for a web domain has become a complex and, sometimes, unscrupulous experience.  If you are looking to purchase a domain that someone already owns but is making available, you are likely dealing with a “squatter”.  These people bought up domains going back to the 90s and some have no idea what their domain is really worth, while others are savvy investors.  There are also domains that people purchased intending to use but circumstances changed.  And, there are domains that were in use but were retired because of mergers, buyout etc, but are still owned.
